The Local Government Unit hosted a seminar on 28 September 2006 at the Health Resource Centre in East London. Guest speakers explored the role of the SAPS and the Municipal Police in building crime-free communities.

This paper entitled "Closing the Gap" was first presented by Glenn Hollands at our seminar in June 2006, and later appeared in the Local Government Transformer newsletter (Aug/Sept 2006 ). It describes a community-based project for holding municipalities accountable for their financial management.
