With regard to promoting participatory democracy, the Local Government Transformation Programme focuses on strategies that promote the effective functioning of ward committees including the use of Key Performance Indicators (KPIs) as a form of feedback to municipalities. The ward committee research work that began in 2004 contributed to the compilation of a Ward Committee Resource Book for the Department of Provincial and Local Government (DPLG) the following year. The Resource Book was in turn revised into the DPLG “Having your Say, Ward Committee Handbook.
