Hamburg Pro-poor Tourism Report

We explain how and why the Hamburg strategy came together, the project activities that were implemented to serve the strategy and the manner in which these were adjusted over time. We offer a critique of the notion based tourism development. The critique is based on specific project experiences and the project's attempts to secure funding from the Department of Environmental and Tourism's poverty relief programme (PRP). We offer a further criticism of the rhetoric of local ownership and participation and try to show how these concepts are often misappropriated and even abused.
