For the better part of the past decade Afesis-corplan has been undertaking surveys of good governance in various parts of South Africa. This is in line with the organisation’s commitment to the promotion of good governance practice within local government.

This document presents a composite report of a good governance survey conducted by Afesis-corplan from May to December 2006, in partnership with the Nkangala District Municipality (DM), its local municipalities (LMs), the GTZ/SLGP and partner NGOs and independent researchers. It covers findings from Delmas, Emalahleni, Dr JS Moroka, Steve Tshwete, Emakhazeni and Thembisile local municipalities.
