Land Reform Green Paper 2011: Comments from Afesis-corplan

This report outlines issues and recommendations made by Afesis-corplan in relation to the Green Paper on Land Reform 2011. The comments and recommendations made are based on the assumption that government will take into account all comments it receives when it produces the new white paper on land reform. Local Roads Forum Meeting: Nqgushwa Local Municipality

On 14th February 2012, Musa Sebugwawo and Penelope Vellem attended a bi-monthly LRF meeting in Peddie, Nqgushwa local municipality. The purpose of the meeting was to get information from the Department of Roads & Public Works regarding the infrastructure project as well as the financial allocation for all the projects. In the same meeting the Coega Development Corporation Technical Manager made a presentation regarding the involvement of SMMEs in the Roads Development programme. It was agreed that local SMME’s should be involved in the infrastructure project particularly the construction of the N2 project. In addition five roads that need agent maintenance should be identified.

Speakers’ Forum: Amathole District Municipality

Project Coordinator Malachia Mathoho on 9th February, presented on the Local Governance programme and gave feedback on the progress of the Good Governance survey that is being implemented within the four municipalities in Amathole District.

   

Data Collection at Great Kei Municipality

The process of collecting data began in Great Kei Municipality on the 1st of February 2012. Due to the heavy rains the process was interrupted and resumed later from the 6th to 8th February.

   

Good Governance Training Survey in Great Kei Municipality

On the 31st January 2012, Project Coordinator Malachia Mathoho conducted training for the Great Kei Municipality. The training was done at Makaza village and they were 11 participants of which all of them were recruited by the municipality. The idea of using the local people to participate in the survey also promotes the locals to be able to make tracks of any developments and issues happening in their areas.

   

National Planning Commission

The National Planning Commission stated that people have until the end of March 2012 to comment on the draft National Development Plan that was released in November 2011. Visit www.npconline.co.za to see the plan.

   

Learning visit hosted by PRIA

As part of Good Governance Learning Network (GGLN) delegation, the Executive Director Nontando Ngamlana will be going on a two week learning visit hosted by the Society for Participatory Research in Asia (PRIA). PRIA is an International Centre for Learning and Promotion of Participation and Democratic Governance. The purpose of the visit is to bring together Civil society organisations working in the field of local governance to network and build a system that promotes participation and democracy. Project Steering Committee: Mbashe Local Municipality

A project steering committee (PSC) meeting took place on the 25th of January between Afesis-corplan and all stakeholders within Mbashe local municipality (these comprised municipal officials, Community Development workers, etc). The purpose of the meeting was to review the Good Governance Survey (GGS) exercise and to review the areas that need improvements. Moreover, Mbashe Local municipality felt it was important to assess if they provided Afesis-corplan with all the necessary support during the process. During the meeting the Afesis-corplan team acknowledged that they were provided with all the necessary support required for the success of the survey. A report of the survey will be compiled and made available through the municipality.

   

Investigation into the Delays in Issuing Title Deeds to Beneficiaries of Housing Projects Funded by the Capital Subsidy

Urban LandMark has published an interesting research on investigating the delays in issuing of title deeds to beneficiaries of Housing projects funded by Capital Subsidy. The research raises a number of serious challenges which practitioners have to consider, and FinMark Trust and Urban LandMark now need to participate in a process that will ensure that the policy recommendations made are actively addressed by government and lead to change which promotes housing assets in South Africa.
