• Prof. Greg Ruiters – Institute of Economic and Social Research, Rhodes University  (Reviewing Literature on current policy debates and experience)

• Mr Glenn Hollands – Mbumba Development Services (Pointing out key issues that need to be tackled in the context of the on-going review and what the role of the Civil Society should be in this regard)
