Cllr Sivuyile Mkebe shared the Amathole District Municipality’s strategy and approach in encouraging community participation in budgeting. He explained that part of their approach is to ensure that all the local municipalities within the district align their community outreach programmes with those of the district to encourage integration of programmes. Cllr Mkebe stated that even with all the forums that the ADM has put in place to encourage community participation, they still struggled to get the general public to participate in local government processes particularly the budget.
